Making it the fourth city in the world to target carbon neutrality, the 2.8 million resident seaside resort town of Rhizao in northeast China announced it will dramatically cut greenhouse gas emissions. Their first target was hot water: David Belo in the Scientific American reports nearly 100% of the city's skyscrapers and 30% of its suburban buildings have passive solar heating for water. Next was shutting down heavily coal dependent structures and minimizing waste patterns into "circular economies" churning trash into energy or products.
